Why does the ACS cost more than the SKN despite having a smaller wheel?
You're paying for the drivetrain and brakes, not the wheel size — a full SRAM X5 9-speed setup with an 11–32T range and a mechanical disc brake, versus the SKN's 7-speed Shimano Tourney and cheaper mechanical brakes. The ACS also has real climbing gears the single-speed IFN doesn't.
Can this bike handle hilly commutes?
Better than the other two folders in this lineup — the 11–32T cassette range gives you meaningfully lower gearing for climbs than the SKN's 7-speed setup, and obviously more than the IFN's single speed.
